查IP的WHOIS查出来两个国家就不是原生IP吗？

通过 https://bgp.he.net/ 查到。country一个JP，一个DE，这样的不是日本原生IP？

你问是不是原生，肯定不是。但说能不能用，有些能用。很多说的伪原生，就是ISP的asn罢了，很多解锁也就是这个套路
