Unfortunately, our Tokyo datacenter is currently at capacity, so newer users are unable to deploy Linodes in that location. We do not have a timeline for availability at this time. I'm really sorry for the inconvenience this might cause but I recommend keeping an eye on https://blog.linode.com for any possible updates.
I recommend taking a look at our other datacenters, one of which might suit your needs.
